Packs are a group consisted solely of werewolves. Rogue packs are considered the same as criminal gangs.
Werewolves' mentality revolves around a pack: a lone were cannot survive in the outside world. Without a pack, the were is vulnerable and can be easily picked off. When a pack member is in danger, the rest of the pack will come to their defense.
If a pack member chooses to defend a non-were or make choices that jeopardize their kind's interests, it is considered an act of betrayal that may lead to them being cast out of the pack.
